No. You're wrong. They absolutely do not have to spend the money If they don't want to. If they are 20 million beneath the floor they just have to divide that 20 million among the players already under contract. There is no punishment beyond that.
If the sixers see someone in free agency who they believe will help them long-term and can get him for the right price, the sixers will sign him. They're not just gonna throw 20 million at Nick young just to spend money.
Again there is zero chance the sixers sign any of the few big names left.
They could do an accommodation trade like Cleveland and others have done in recent years to help another team clear cap space and get a pick in return.
Like if the Bulls wanted to move Boozer they could trade him and a pick etc etc etc.

Yea, mentioned that in my previous post. I do think the sixers will reach the cap floor this year, just as they did last year. However I don't think they're at all worried about reaching that floor. If they can get some draft picks or young players in exchange for taking on salary they'll certainly do that, either this summer with someone like boozer, or during the season like they did last year.
My point though, is there isn't an punitive punishment for not reaching the floor. League rules just force you to automatically reach that floor by giving extra money to current players. I'm sure they'd rather receive assets for their cap space than just waste it, but it's not like they're going to waste money signing players just to reach a cap floor that is largely meaningless.
If they have the right opportunity I wouldn't count against them being active in free agency next year. But I think it's most likely they'll let their young core grow this year and next and then look to start acquiring the missing pieces through free agency as they start becoming competitive in 2016.

Agreed. If you want to say that dividing the salary is spending it in some fashion, then sure, I agree. That's not what you were saying though. You said that they had a lot of salary cap space left and they wouldn't be able spend enough on rookies and would therefore have to bring in some "high priced veterans." That is the part I was disagreeing with. There is no way the sixers bring in any high price veterans. Not this year at least.
I was hoping we'd get bennet but what could be a mid round first round pick and some expiring contracts was probably the best we could have hoped for. Mbah a Moute should be a nice mentor to Embiid and assuming his defense is still as strong as I remember it being we may even be able to trade him at the deadline to a contender looking for a defensive specialist and at least get a 2nd rounder.
Thad has been my favorite sixer for years so it's sad to see him go, but I'd already resigned myself to that fact that he was leaving after his contract expired anyway. At least we got something for him.
