Try to keep in mind several factors: athleticism, midrange shooting, outside shooting, perimeter d, passing ability/stats, ball handling, driving/slashing ability, win/loss, championships/playoff success, contribution to team, dominance of his position/other players, dominance of the game and other things.

This is really hard such different ways for SGs to play. These guys have such vastly different styles and skill-sets.

MJ, Kobe, Wade, Reggie, and Ray in no particular order are top 5 in my book. Not going to include Jerry West just because I wasn't alive to ever see him play.

Jordan is perhaps the best scoring guard or maybe George Gervin. (Jordan was a winner but nobody could toss in 40 points as effortlessly as the Iceman.)

However, the question is the best shooting guard.

Humm.. I know the stats might not support it and this is because the league allowed the defense to be more physical esp. the guard position but Jerry West and a guy named Geoff Petrie (1972) with Portland (before he blew his knee out in his second year) were the best pure shooters I've seen. Both had killer jump shots.

Jordan then Kobe....then others.

I'm more than a little shocked that nobody mentioned Paul Pierce. He's got roughly the same scoring as Allen but is considered a better defender. 4 all-nba selections vs. 2 for Allen.

I'd rate those two almost neck and neck.

Pierce is a small forward....

after Jordan I'm going to vote Clyde the Glide Unquestioned great scorer, but he averaged 6.1 rebounds and 5.6 assists over his career. By contrast Kobe Bryant averaged 5.3 and 4.8 for example
