There isn't one, even if there weren't a luxury tax.
You really can't even compare team salaries easily in the NBA.
For example, if you sign 3 guys to 5 year contracts paying 10, 12, 14, 16, 18 mil and another team does the same thing 4 years later....all else being equal your cap payrolls are the same but your total payroll is 24mil higher.
This used to be even more disjoined when the contracts for stars were 7 years long. You had teams with guys that were just all broken down by year 7. Allen Houson (knicks) would be a good example.
