Well the Bulls are definitely in rebuilding mode and will probably tank the season, but who else will? Magic are young, the Hawks need to rebuild, Suns are still mostly young, Nets suck, not sure about the Kings, the Pacers need to rebuild. Give me your thoughts.

The Bulls, for sure. There was an article recently that they are actually looking ahead to the 2018 draft, and Porter Jr.
The real target for the Bulls in this free-agent madness? Porter Jr. | Chicago Sun-Times

I would think most of the league would be well-advised to tank in some fashion. The teams with a good young core, such as MN and Milwaukee, don't need to do so. Also teams who might have an outside chance, say if Curry and/or Durant are out injured for the finals. I'd put Boston, Cleveland, and San Antonio in this category.

I find it interesting that the Bulls last year (2015-2016) had claim to being a legit title contender. Butler had attained superstardom, Rose was showing promise coming back from injury, Noah's health problems were not yet apparent, and Gasol was looking great. McDermott, Snell, and Mirotich all showed promise. Now for 2017-18, the Bulls will be a 30-35 win team at best. Especially considering that they only won 41 games w/ Butler on board.
