I figured the Gulf generated enough wind to supply the turbines. As the article stated, the problem is the price is nearly 3 times that of conventional power.
From what I gathered, a law would mandate energy providers to purchase a certain amount of it. Although, the cost would trickle down to us, which is not good. Central LA seems like it would be a good fit for large solar fields.

Wind turbine energy is not as economical as the tree huggers would like for you to think . Nuclear and fossil fuel is here to stay for a long time to come . Unless the idiots in power force us to do otherwise . If they think it will get them some votes , they probably will .

Other countries must rather wind turbines because theory fully depend on foreign oil. Is that why? What about solar?

Wind power is only economical to an extent. Once the power demand gets to a certain point the cost of producing that power increases. Many foreign countries are typically greener and use less of everything than the U.S. Not only that, but they tend to use them along with other alternative power sources which may help bring down the costs. You also have to keep in mind that there are just as many, if not more, politicians laying in bed with energy companies pumping out fossil fuels as there are tree huggers to expect any big change in the near future.

Explain . How does the cost of wind power vary with system demand ?

Some crime prevention for upcoming inner city neighborhoods.

A separate entity of policing security guards, equipped similarly as police officers would patrol areas prime for urban infill to help bring more people into them quicker. They would be connected to dispatch to call for proper authorities if necessary and have the authority to apprehend or arrest suspicious persons until proper authorities make it to the scene. They do not have the power to charge suspects or stop cars for traffic violations, only potential crimes against the state and individuals and crimes in progress against the state and individuals (distribution of narcotics, burglary, petty and felony theft, etc). They would not replace police officers in their precincts or patrolling districts but add to the street prescence of crime prevention in an authoritative manner.

Now the hard part: if it was a private company, residents and business owners would take up the responsibility of funding the company to ensure their safety. If it were a city/parish government entity, taxes would surely have to be imposed to residents and business owners to fund the service.

This would be a program aimed at helping high-school athletes stay out of trouble during summer.

A Baton Rouge program funded by the city/parish, LSU, Saints, and Hornets teams would come together to help teach high-school students in city public schools the fundamentals and techniques of all different sports including football, basketball, girls basketball, soccer, girls soccer, baseball, softball, track, and swimming. The facility can be used at the current Memorial Sports complex and be inserted into the facilities final master plan which I think was included in Plan Baton Rouge. LSU athletes could work with kids a set amount of days in the week and Saints and Hornets players can visit weekly or bi-weekly to encourage kids to participate and get them off of the streets during the summer where they could be introduced to many of the problems that plague the inner city now. Small incentives would be provided to college athletes for participating in helping in the program.
