Default College residency requirements in Louisiana?

I have owned land and have paid taxes in Gonzales, lA for four years on retiement property I purchased. My wife and I are moving there from California, retiring in about 8 months to Pelican Point not far from Baton Rouge. As I wil be a home owner, am building now and have paid tax there for a few years, will I be a "Resident" for enrolling in college purposes?

Also, does Louisiana have special deals for seniors who want to take college courses? I have a business degree and have had a full career doing business throughout the world. I am a helathy 65 year old and have always been fascinated by history. Want to take classes and might even want to get a degree in the area eventually. Anybody know what the deals are?

Pelican Point is pretty "Up town" but will it be hard for a Southern Cal guy to adjust to South Louisiana?

I thought there used to be something about Over 65 being exempt from fees, although I don't know what all that includes (all tuition, or just added fees).

LSU General Catalog 2008-2009
FEE EXEMPTIONS FOR INDIVIDUALS OVER 65

According to the provisions of Act 525 of the 1975 Louisiana legislature, individuals over 65 years of age may enroll in one or more collegelevel courses and be exempt from the payment of the University fee. Further information may be obtained from the Office of the University Registrar.
