Well, it's an interesting and fascinating plan, but I don't think that route is needed as of right now. Or maybe I should reword, it's not a high priority right now. I don't even know of many people that use most of that route except for the Louisiana portion where people drive through Natchez to get to Monroe.
Eventually, Louisiana was supposed to freeway the US 165 portion between Alex and Monroe to make a limited access route between south Louisiana and northeast Louisiana, but I don't know where the state stands on that now. If they ever built it, then I could imagine an extension in the future to meet with I-530 in Pine Bluff.
You should definitely be working for the highway department though. You have good ideas.
Check out the current I-22 project. They're building US 78 up to standard between Memphis and Birmingham. When complete, it will be I-22. That route definitely was needed.
