Thanks for all the help and information. It is definitely appreciated.

Is driving slower an option on icy roads? I'm guessing if there are two lanes (so passing can take place), maybe that's accepted. Maybe there is an expected range (no more than 20 miles per hour below the general flow, or something like that)? I know big differences in speeds is not good, and can create more problems. Just seeking an understanding of what's okay.

Unless there's a big storm, I wouldn't stress too much about driving the well traveled routes. There will probably be a few icy spots, and maybe some snow, but just carry chains (which are required in Oregon during the winter-check with the rental car agency to make sure you have them), go slower when the road is wet (and pull over when necessary to let the cars behind you pass), and take your time. We visited Bend in March of '08 and had a very smooth drive. Of course, each year is different, and it's entirely possible you may not be able to make the drive, but as others stated have a back up plan and you won't need to worry.

As an alternative, you could take the Breeze Bus between Portland and Bend and have someone else do the driving for you. Granted you don't really get to take any scenic stops, but if you are truly concerned about driving in winter weather, you take that stress out.
