I think its a tactic by Bend to slow down the influx of Californians.

Get them sliding into town on their 2wd, almost-bald, barely-all-season, high-performance tires, and they might think twice before moving to Bend.

The problem with that program is that you give additional tax money to the local government and they will not spend it on whatever they promised to spend it on. You wouldn't get snow plows, you'd get new bike lanes and new traffic circles, and they probably are hoping to put another overpass at the south end of the parkway. Yes it does seem that the money is mismanaged and spent on pet projects. Not that I don't like the parks, but roads should come first. I would think $1.2 million would be more than sufficient to remove snow. A good truck with a plow costs what, $100K? And that's for a new one. We could have a fleet of new snow plow trucks that kind of money, and I'm sure there are a lot of commercially licensed drivers in Bend who need some extra work and would love to make $30 an hour driving them during and after snowstorms.

City of Bend was asked about in the facebook live convo they had. They said that Parks and Rec is a different budget that is irrelevant to road maintenance. What that City of Bend representative did have was a lot of excuses.
