I live in the Midwest where tornados were frequent and that does not necessarily raise rates for everyone. However, rates could raise if there is a severe weather outbreak that results in a higher amount of claims than normal. Rates are also raised for a number of factors on an individual basis such as:


Insureds credit
Past insurance history/claims
Characteristics of the home: square footage, number of baths, basement, fireplace, age of roof, etc


What one pays could be completely different from what their neighbor pays.
