My sister and her husband live in a garden home community in "the narrows". Mostly professional people there. Nice homes run about $200k. It is a short 5-10 minute drive to any kind of store you want. They're very happy there. No comment on schools as their son is also a professioanl and his children are home schooled. It is plenty far enough out of Birmingham that there is none of the city problems. 280 is a very hectic road to travel during peak hours and the traffic issue is such a political issue that there have even been talks about building a hiway above the existing road. IMHO it is heavily congested for 2 or 3 miles before getting to I-459 and from then on into Birmingham. The Chelsea area is not very congested.

Traffic can be pretty bad on 280 at rush hour, in to Birmingham in the morning and outbound in the afternoon. The rest of the day, it's not bad at all.
The elevated highway is not a done deal yet. There is a LOT of opposition to building it, especially inside of I-459. The powers that be are still holding town meetings, etc. to gauge public sentiment. After that, they still need to find funding, so I don't expect it to be built within the next 5-10 years.

Chelsea
I live in the heart of chelsea and i have to say i wouldn't want to be anywhere else. This place is great and theres lots of new houses being built. traffic really isn't that bad people just exagerate there was a rumor in the mill about the elevated highway but as of now its a rumor to my knowledge. as for neighbor hoods theres Chelsea Park which is a community that when its finished will be 5,000 homes anywhere from the moderate to the luxury price range all fair and new houses. My grandmother and several friends live there and they like theres 4 great public schools and one or two privat schools all are great schools with no crime, violence, gangs, or general badness. i have been through all the schools here except the newly built chelsea park elementary thats in the back portion of chelsea park.
This city has lots of shopping theres a wal-mart and several other stores including an autoparts store and a dollar tree. and there are several retail buildings under construction as well as a Walgreens that should be opening soon. i hope i have helped you with this and we in chelsea hope to see you soon.
