Garden City has a lovely name, but it's not really a desirable area in my opinion. I remember when we were moving to Boise in 2000 and I wondered about Garden City myself...until I came to visit the area. Most of Garden City runs along Chinden Blvd, which consists of a lot of RV sales lots, used car lots, pawn shops, auto body repair shops, check cashing places, etc. It is surrounded by Boise. I used to live in NW Boise, close to Garden City.

There are some really nice and expensive homes along the Boise River in Garden City, but if you are looking at expensive homes, I would look at some place in Boise itself.

There are some nice area's in Garden City, but it's not a hub of activity by any means

Really depends on what you are looking for, as mentioned a lot of Garden City is mixed up with business and housing close by.
