Finding something in Boise/Meridian will be fairly tough. We manage about 150 properties in the area and we don't have any houses that are 3 bedroom, 2 bath with a fenced yard that are less than $900 anymore. Most are in the high $900s. 3/2 Duplex units are in the high $800s on up into the $900s, and are in extremely high demand at that price. You might be able to find something older. Also, the further you go from downtown Boise, the easier it will be to find something. We have one we manage on the West side of Meridian (10 mile area) that is right at $900/month. So if you go out farther than that, you could find something.
The other problem is going to be that almost all newer subdivisions have a clause in their CCRs that prohibits 3 dogs. Most are limited to 2. On most of our rental units, we not only won't take 3 dogs, we CAN'T take 3 dogs.
Taking both of those factors into account, your best bet is going to be to look for something in an older subdivision (more than 20 years old, minimum), or something not in a subdivision at all.
Also, just an FYI, the rental market is incredibly tight right now in Boise, especially in that price range. We had a 3 bed/2 bath duplex unit with a very small yard that came up for rent this week at $875 in West Boise. We got 9 applications on it. So are able to pick and choose the best applicant. So that is what you are up against. Hopefully everything else is perfect about you (no evictions, great rental history, excellent credit, good income) because you will need to be able to offset having the dogs.
Best of luck. I think you'll find something, but it won't be easy. If you are willing to go as far out as Nampa, prices are quite a bit lower out there, and you would have an easier time of it.
