Your husband will have no trouble finding a job and he'll be paid well - IT people are in very short supply in Boise right now. My company just went through the process of finding somebody in this type of role and it was a big challenge, and the feedback we got from people in the field was just that there was much more demand than supply right now for these types of jobs. If your husband is well qualified and interviews well it shouldn't take him long to nail down a good position.
There are lots of smaller to medium employers around (law firms, large construction companies, etc.) that are looking. Some of the larger employers to look into would be Micron, Boise Cascade, Simplot, HP, State Gov't, Idaho Power, etc.

Boise is a fairly high tech area with Microsoft, Xerox, T-Mobile, Hewlett-Packard, and Micron all having vested interest in the area. You could go to Boise's own help wanted site, Boisehelpwanted.com to get an idea of what may be in the area, and you're welcome to go to my profile and check out my blog as well. I do know that the Chamber of Commerce in Boise is very, very active and regularly put on job fairs which are very, very productive. My husband was hired by Xerox through one of the job fairs.
