When the dust settles? When the lifted trucks of the construction crews depart? When the dumped construction trash flies? When the mid-life Porsches look old? When the schools can't fit another child? When the farms and wildlife are bulldozed? When the orchards are burned and replaced with rock? When the horses smell gross?

You can't go back. The next step is to build a central business district with mid-rises, and perhaps high-rises.
I know this sounds crazy, but it really isn't. Centralize the "center" of the city and bring everyone into this new town center. Provide transportation and limited parking. Within a few years, you get residential population, new retail, and a new town center. I know this is not the "Idaho way", but it has proven to be beneficial for many growing metros.

Eagle is about 100 years from any high rises, mid rises, etc.

In 10 years it might look like Meridian looked in 2005, albeit a lil' fancier.

Eagle already has a central disctrict which is its small historic downtown area. This little downtown has been growing and the last time I was out there I saw signs for new buildings on the way. In 10 years I can see a few 5 floor or up mixed use projects there, residential/retail. The Boise area is projected to continue being one of the fastest growing metros in the nation well into the future. In 10 years I bet there will not be any open space left between Boise and Eagle and into Meridian. Nimby's will be like, "huh"?

You mean except for the hundreds upon hundreds of acres of already designated open space, trust lands, public lands, etc.?

Area (AVA). An AVA is a federally designated wine grape-growing region
distinguishable by distinct geographic features such as climate, soil, elevation
and physical features. Conditions and grapes grown within this geographic
region cannot be replicated.

IIRC, Eagle has fairly restrictive zoning for the downtown and the appeal to the residential is mostly aimed at those who want big houses in subdivisions. In the next ten years I can't imagine it will look much different than today; more subdivisions and retail but it will be mostly of the same density and character as current.

It will probably look a lot like it does now but with bigger trees. Maybe a business hub along State Street just east of Eagle, but mostly still a somewhat upscale bedroom community. The growth will probably mostly be to the west towards Star as I suspect most of the little acreage properties north of town will remain as expensive, low density homes.
