I think it could be one of those complexes near Shari's on Chinden. I don't think its the apartment complex itself, I think its just because its Garden City!
I would not recommend Landing at Lake Harbor on State st. at apartment ratings.com they have really bad reviews!

If you are moving to get away from THOSE PEOPLE, you are out of luck. They are everywhere here and some of them are responsible and some of them are not; some of them can speak the Queen's English and some of them cannot - just like ANY OTHER race of people who live in Boise.

Please be warn that these Property Management and Apartment Management ask for a Application Fee and then come up with a bogus reason to tell you they can not rent to you, like your age of dog, if your dog is fixed ect. Things they do not let you know before filling out the information. They do not disclose this information on purpose, just to keep your app fee. We had to call the police and everything. DO NOT RENT APARTMENTS FROM ANYONE IN IDAHO. PER-WARNED.
