Does anyone know if a 16yr old with a baby would be considered
as an adult in Boise ? Or will she have to go through emancipation
procedures?

Back when I was working in the schools, I was told by our local school attorney you could not legally emancipate yourself in Idaho. This was in 2004 or so. I would check with a local attorney for the best and most accurate advice though. If she is married it might be different. Definitely check with an attorney or Legal Aid.

GENERAL PROVISIONS, DEFINITIONS AND PROBATE JURISDICTION OF COURT 15-1-201. GENERAL DEFINITIONS. (15) "Emancipated minor" shall mean any male or female who has been married

Looks like being a member of the military would do the trick also.
