Issues with Renting in Caldwell - suggestions?
Hi All,
Just curious: how many of you rent in the Nampa/Caldwell area?
Ever since we moved into our apartment complex we've had several issues with the management and the building itself.
We live on the ground floor (HUGE mistake) and did not have neighbors upstairs for a few months. About three months ago we got upstairs neighbors - 3 very loud college kids who apparently had never lived in an apartment building before.
After police intervention, the management moved the kids out of the apartment and all was good for about a month.
Why they would then put a family with a 3 year old above us is beyond me. They know how loud it is between apartments (this is a new development with horrible, shoddy construction). Even the management team is aware of the terrible, non-existent insulation between upstairs and downstairs apartments.
The lack of attention with maintenance issues and the inability to find good tenants is frustrating to me. I'm wondering if anyone else has had issues like these with renting? Also, what has this world come to that people flat out disrespect each other by stomping around, slamming doors, and doing laundry at 1:00 in the morning?!
I live in the Faith Landing apartment complex, by the way. I believe it's because of the economy that the caliber of the tenants has gone WAY down. Apparently most of them have come straight out of the trailer park and directly to the upstairs apartments here!
I've talked to the tenants about being loud. I've talked to the management. Nothing changes. I know what the City of Caldwell noise ordinance says and I know that I can call the police when it gets too bad - but I don't want it to get uglier than it already is.
Does anyone have suggestions for me about possible solutions? There are four more months left on my lease. I've thought about asking the management if they can dissolve the lease with no penalty so that we can find peace and quiet in a rental HOUSE, not an apartment.
Has anyone had the same experience here? When I first moved here I thought that it was mean of everyone to talk Caldwell down as much as they did - but now I see why. Of all the cities I've lived in (Seattle, Atlanta, New York), I've never had more ghetto neighbors.
By the way, DO NOT RENT from Capital Management. They are inattentive, don't get repairs done on time, and they obviously don't care about keeping the GOOD tenants that they currently have.

Yup, Caldwell definitely would not be my first place to rent (or live). My recommendation is to avoid apartment complexes completely and either rent a home or residential townhome and check the listings on Craigslist as management companies are nothing more than corrupt moneygrubbing jerks in my opinion. My wife and I went this route after we got married and we lived in a residential townhome in Boise for about 15 months and overall we were very pleased with the place (we only moved out because we bought a house). As for your lease, unfortunately you will probably just have to grin and bear it for another 4 months. Incidentally what are you looking for in terms of cost and specs on the apartment (as well as location)? If you let me know I can keep an eye out for you. I feel your pain though on inconsiderate neighbors, if you think your situation is bad I have experienced worse. I used to date a girl who lived underneath a lady with 3 kids and her boyfriend. During the day we got to hear the pitter-patter of little feet constantly running around and at night, well it was pretty gross. The lady was in the neighborhood of about 300-350lbs and we got to hear her and her boyfriend making her bed squeak and when things really got going the bed would slam down on the floor, thereby making bits of plaster fall from the ceiling. So not only did we get lovely sounds and a horrible mental picture that just wouldn't go away but we had bits of plaster raining down on us.

This is not just a Caldwell thing. I lived in a fourplex in northwest Boise. We where given 2 parking passes and if you had visitors they had to park on the street. at one point I counted 6 cars from one tenant. It took calling the towing/booting company 3 times before they got it and started parking extra cars on the street.
The same people kept odd hours playing loud music and partying until the sun came up.
I truly do think the economy is forcing property owners to lower rent allowing people (both young and old) to step out of less than desirable living and into nicer housing.
The place i was living in was also built with shoddy workmanship. It was only three years old, but was falling apart.
My fix for me was to move to Nampa to a house. I guess the morale of the storie is don't just put this on Caldwell. Boise has its share "Trailer folk".
As far as the lease goes you need to look at the part that addresses the termination of lease.They are typically very specific on when you can term the lease. You could just walk away if you don't want your deposit back, but I have seen way to many cases end up on Peoples Court.

Yup, before I got married the apartment complex that I lived in, in the Boise was sure going downhill (trash lying out in the access road and spray-paint starting to appear)

Its not apartment management or maintenance fault that the building inspectors let construction be shoddy and lacking proper insulation between floors. Some apartments are built very well, and you can not hear the tenants above or next door.
Apartment managers could raise the standards on background checks, but they want to get the units rented ASAP.
And in Caldwell you can have ghetto neighbors renting a house too, with loud music, and boom, boom, boom music, from cars going down the street.
Research neighborhoods before you rent.
