This article in my opinion sounds more like propaganda than anything else. Beat cops do not draw their weapons unless they feel physically threatened such as if a perpetrator was threatening them with a weapon, be it gun, knife, explosive, or automobile etc. As the article stated, any semiautomatics are usually kept in the trunk and not taken out except in special circumstances. High powered assault rifles and sub-machine guns like the AR-15 are better off in the hands of special units such as SWAT teams, etc than regular patrol officers. The article did not state that Walsh wants to ban all police from using AR-15's though. This is misleading.

The way the story is worded makes the police plan seem awful stupid... Putting AR-15s in patrol cars for beat cops...

They could have found a much more credible source than Nolan too. Sure, he might have been a BPD lt, and is a law professor in NY, but he knows nothing about firearms. An AR-15 isn't a machine gun. It isn't an assault rifle either. It's a regular old semi-automatic rifle painted black. No different for a lot of rifles you can buy at Dicks with a FID card. You don't even have to have a LTC to buy one...
