The chair thing is only really present in South Boston, East Boston, Somerville (big time!), and Jamaica Plain. If you stay out of those areas and live in a downtown neighborhood (south end, north end, beacon hill, back bay) you will be fine. Also, if you live in an area like Allston, Brighton, Watertown, or Cambridge (some areas do the chair thing) you should be fine.

Can't do it in Brookline, you can't even park on the street overnight in Brookline due to crazy local laws.
