Walking in Southie in March, I noticed a slew of Irish flags and a couple of eyetalian ones that seemed defiant.

I think that the Irish are almost fully assimilated into American culture. Socioeconomically they are no longer poorer then the rest of the whites. In fact they make more as a group then the average American. Southie has changed along with the Irish American population, it's no longer a ghetto.

I'm not sure sure that has much to do with Southie of 2017. The Irish were displaced by people paying $2900 for a 600 sq ft apartment / 800K for a condo of the same size.
When i was young there where 2 white ghettos you stayed away from.. Old Colony in Southie, and Mishawam in Charlestown.
Now I stay away for different reasons. It's a bunch of non bostonians with Vineyard vines polo's and flip flops. thinking they are living the "good will hunting" dream
Just as the bad as the old stereo types of racist townie junkies with celtics warm up pants.
This is a new breed of racists.
Strangely enough, I would rather be surrounded by the former..

I'm sure South Shore/Canton/Easton folks were using recreational drugs and alcohol LOOONG before anyone from Southie moved in.

Is there anywhere in the United States where people don't use recreational drugs?

There is literally only one known culture (traditional Inuit) that hasn't/doesn't use recreational drugs. They're one of, besides sex, the most human things to do (though some other animals do as well).
