If you want to learn more about their work, and I don't know, educate yourself, there are the resources out there to do so. They publicize their work, their reasons for doing it, and their goals right on their website.
They are an advocacy group. They fought hard for the harbor cleanup, but that was court ordered as the (then) MDC was in violation of EPA laws.

What law would Massport be in violation of were they to build this garage?

Why don't you go and read their work. It is all explained by them. If that isn't good enough for you, call or write them.

You mean tolls and gasoline taxes might be next? You're right, better get out of the country ASAP. Pretty soon the state could be requiring everyone's personal vehicle to have a unique numbered tag affixed to it and make drivers carry around a photo ID. They'll charge for those, too.
