Gotcha, then 1a North to 1 to 95 is the best way. You can pay cash at the NH tolls on 95 and 16. You won’t be charged if your transponder is shielded.

Nope. If you want to avoid tolls on the tunnels, the best way is to cut through East Boston & Chelsea and get to I-93N. If you want to avoid the cash toll in Hooksett, that's pretty easy, too. Most people would just pay the cash toll there.

When I lived in Winchester, that's how I got to Logan. I still use it occasionally when I'm using 93N and the Sumner/Callahan tunnel & big dig tunnel are a mess.

From Logan, you'd follow the route towards Pre Flight off-airport parking/TownPlace Suites in Chelsea, turn onto Marginal Street following the river, Second Street up to Route 16. I wouldn't try it as an out-of-towner without Waze and/or Google Maps on my smartphone.

Any attempt to rent a car off-airport to save fees is going to cost you a huge amount of time.
