You can but the state limits the number of licenses to the point of where very few actually do. It is to protect the mom and pop package stores, which as an idea I support but very few of those stores are really "mom and pop" anymore like they used to be.

Pretty sure it's because the permission/zoning is different. Big reason why restaurants are trying to shut those down, they see them as exploiting a loophole. It hasn't changed really.

Beer Gardens operate by taking out a series of "event" permits rather than a restaurant liquor license
