Does it sound normal for a homeowner to pay more than two months of rental income on property tax or does it mean they are charging too low a rent?

According to Zillow the ratio of my monthly rent to my landlords annual property tax is 0.8. Our rent is right on target, I think, from our experience shopping for a rental. The ratio for the above situation is less than 0.5. I'm not sure you can put property tax and rental income in direct correspondence, but it may be that the rent in the above situation is too low. It may be on target, it all depends on a particular rental property.
