I'm not sure about Boulder schools, but the way it works in the Douglas County School District is that you can apply to send your kid to any school of your choice within the county. However, that school doesn't have to accept your kid. Generally, if there is room and your kid doesn't have disciplinary issues, the school will admit them. If you live within that school's boundaries they MUST take your kid, even if it is already full.
Charter schools are a bit different. You can apply (some have a lottery system), but if your kid is accepted and admitted, then you have given up the right for your local school to take them. The charter school becomes your "neighborhood school". If that charter school doesn't work out for your kid(s), your geographical neighborhood school does not have to take them. We had this issue with our two sons. We had to beg and plead for our neighborhood schools (an elementary and a middle school) to take our sons. Fortunately, after explaining the situation, the principals agreed to take them. The lesson from that experience, is that if you are considering charter schools, make sure you know what you are getting into and be VERY wary of a brand new charter school (send them to an established one instead).
