Both are nice safe areas imho. It would really depend on what you plan to do on your vacation.
The Ormond Beach area has
Tomoka State Park and
Bulow Plantation ruins which are interesting places to check out.
Cocoa Beach is close to the
Kennedy Space Center and
Merritt Island Wildlife Refuge which is an excellent place to view the native wildlife and local habitats.

Near Ormond Beach, an area where you can drive and have a peaceful time. A great place to bring your own food & drinks. No lifeguards in most areas though.

Cocoa Beach, where you can't drive on the beach. This is taken off the pier, it's a common wave day there.
Cocoa Beach is good for a family, since you can have choices of places to eat, and grab a drink.
