Just spreading news of a proposal to create a whitewater park on the Cattaraugus Creek at the Scoby Dam in Springville. A whitewater park normally consists of 1) mods to allow paddlers passage thru the dam and 2) structural mods (such as rock placement) within the creek to create conditions for safe paddling recreation or practice in whitewater conditions. The reasoning for this particular time and location is because the US Army Corps of Engineers is already slated to make mods to the existing dam, because of the dam's advanced age and for environmental reasons (such as allowing fish to gain access upstream of the dam).

Seems a great opportunity, and with the Catt and Zoar Valley already a great attraction, this park would be a great enhancement. Check out the link below and sign the petition please if you'd like to see this project go.

Scobey Dam Park is really a hidden treasure in WNY! Hopefully, if they build the whitewater park, they'll at least put in a chemical toilet and a hand pump for water. If they want to figure out how, they should check with Chautauqua County which has nice ones at Luensman and Erlandson Overlook Parks.

These look great. Who has the liability for the people who invariably will go and do not know what they are doing and get hurt? State? County? Town?

That's a good question. I'd expect the owner of the park would be responsible, that would be Erie county in this case.
