There are several local districts which do this to cut costs. [All I know are suburban ones; Buffalo has trouble holding on to decent teachers -- they will dump rotten ones and uncertified, but keep good ones]. They have done it since the 1960s -- it is nothing new. You work 3 years, have your Masters and will cost more? Easier to let you go and hire a 1st step teacher cheap.

If you think this Supt. is bad, you should have seen the last one recruited from out of the area!!. It amazes me that Buffalo needs to look outside the area when so many people are local. Best Supervisor I remeber? Dr. Joseph Manch ( when I started teaching!)
