It looks like the area just needs to attract more talent with the skills to take the jobs that are available in the area. So, it may be a matter of promoting the area and its attributes on a national(or even international) level. The area could also get locals that may not have the skills to get the training in order to potentially fit into the jobs available.

Nationwide, as baby boomers age/retire/die the labor pool will drop thru the mid 2020s, at least, until the full millennial generation enters the labor force, and only if immigration levels don't fall significantly. The US birth rate is not self-sustaining.
