If they have a house/apartment/dorm room in Amherst as their residence for most of the year then yes. Do they count every student who attends UB - no.

What would you estimate is the population of the non student Amherst?

North of 100,000 for sure. A lot of students commute from elsewhere in the metro area.

I lived there for 62 years. Best area of Buffalo IMHO. Close to everything and reasonably safe.
