One of the first things I noticed when we relocated to Jacksonville was the much higher caliber of people we found working in various enterprises. There was a HUGE change from Buffalo. My PT was fabulous and 100x better than anyone I encountered in Buffalo. Dental professionals, doctors, construction workers were all much nicer and better qualified.
Lets make an example: Lets say I am a highly qualified Medical professional. I can find a job almost anywhere. Would I locate in Buffalo? Highly unlikely. Would I locate in a more desirable area with better climate and more to do? Of course.
Another example: We have a Mayo Clinic here in Jacksonville which is consistently ranked in the top 1 or 2 hospitals in the USA. The original Mayo is located in Rochester Minnesota, which has a very cold climate. Many of the best doctors transfer here for the nicer climate. Given a choice of frigid Minnesota or warm and balmy Florida, they choose Florida.
Which brings us back to my original point. WNY has a lousy, cold, 6 months of the year climate. If you are a penguin, polar bear or siberian husky its your kind of place. For the vast majority of the people a warmer climate is preferable.
No matter what NYS offers in terms of incentives they are up against a) high taxes, b) cold climate, c) a business unfriendly regulations. So what kind of businesses locate there. Call centers, which are dead end, lower paying job creators that take advantage of the lower skilled people that are stuck in Buffalo.

Sad that I have to say this, but this isn't necessarily an endorsement for either area, but just to illustrate that other factors could be involved.
These mean nothing. Just more useless statistics. I have personal, on the ground experience with both areas and there is no comparison in terms of job opportunities. Florida is growing and NYS is dying. NYS was a big deal when it was the "Empire State" and that was many years ago. Politicians use these statistics to give people the false impression that they are doing something, when in fact its the exact opposite. I am sure you have your favorite databases and can quote all kinds of statistics, but it doesn't change anything. It doesn't lower taxes or make the climate better or bring qualified people to a less desirable area. I would expect you to defend NYS because you live there for whatever reason. Until I left and saw what the rest of the world was like I didn't think it was as bad as it was. I have met a fair amount of people here from WNY and not one would ever go back.
