What do you mean by commercial power? Three phase?
Not an answer to your question specifically, but:
Quote:
State funds paid for solar panels on the roof and LED lighting on the outside of the tower, as well as for a high-voltage switch, service transformer, main distribution panel board, and sub panels and transformers to supply power to a future kitchen and to the tower clocks.
I don't think that "commercial power" is an appropriate term in the context of the articles, but I could be wrong. In my previous work, we used the term to basically say we were plugged into the commercial power grid, as opposed to using a separate dedicated power source like a generator. I don't know where or how the terminal was receiving its power in recent years prior to the upgrades.

So basically no one knows the answer about what they mean by commercial power. I doubt if they were using generators. It doesn't matter anyway. I think the location is a huge negative in terms of making it anything really spectacular. The Richardson Complex was in a nicer area and its a shining star. Train travel was made obsolete by car and airplanes. Amtrack is kept going with massive Federal subsidies. The Central Terminal is a relic of a bygone era and wasn't even chosen as an operating station which was built downtown. 60-70-80 years ago it was bustling. We used to take the train to NYC when we moved to Buffalo in the early 50's. It was an awesome train with porters, sleepers and a delicious food car with real silverware and fine china. The Phoebe Snow. Nostalgia buffs with NYS aid are doing their best to revive whats left of the Termonal after vandals have picked it clean over the years. I am glad they are doing something with it.

Those were words of Buffalo Business First and I believe it simply means what RocketSci stated in terms of being on the commercial power grid via different forms of energy.
