William st and Fillmore Ave is making a huge comeback with the businesses popping up all over and places that are open 24/7 on this corner.

Is this possibly due to the development slated for the Central Terminal property nearby?

It's on a street by street and individual basis. I know people who live in both parts of town and are fine and people who don't who have bad experiences. Most people will say one side or another based on race or how the housing looks but have no real idea. There is some gang activity and 10th street (on the west side for example), was every bit as dangerous as Box or Karl streets on the east side. The Hamlin Park area on the on the east side, for example, is probably safer than the neighborhood that borders parts of Cheektowaga.
Your question is too vague to have a definitive answer.
