Whenever I view photos on skyscraper or anywhere...I always see gorgeous Buffalo buildings, but the streets always lack people. Very few cars on the large massive streets as well.
Does it seem the same when you are actually physically IN Buffalo as well...I mean, many empty streets and sidewalks and such?
Actually most of Main st and Hertel ave have most of the front store shops filled, lots of people and cars during the day. There are areas that do look like that, varies from neighborhood to neighborhood as in most cities.
Like cheese said, depends on where, and when. You go downtown at lunch (around One HSBC), and the streets will be packed.
You have to remember, Buffalo was a city designed to house 550,000 people, there are less than half of that now, of course it will look quite empty.
In the 20's and 30's, they even started to plan for a city and region that would prosper at an estimate of 2.5million by the next turn of the century. Just look at the Central Terminal and the massive size of it, located outside of downtown for as to not interfere with the high growth downtown. What happened was quite contrare.

Ya, the city went overkill on alot of things because of the anticipated population. City hall, central terminal, sewer systems, roadways, city parks, etc.
Buffalo and Corpus Christi Texas have been named the most drivable cities in the US and I personally agree. This may be because of a negative but its a BIG POSITIVE

I wonder if they would have built One HSBC so high if they had known that our population would crash (and land would be so cheap). I would guess that HSBC would prefer to have a several smaller buildings located throughout the WNY district. Just something that interests me...

You never know. I'm sure the city threw HSBC some incentives to build the largest tower west of Albany. HSBC is a large employer in the area, even though they may not all be working inside the tower.
I was kinda hoping to see First Niagara build something bigger in the city, or a large facility in Rochester. They are expanding into other states now. They built a new facility about ten years ago, and at their rate of growth, you never know. They have strong roots in Lockport though.
