If it actually happens, it will indeed be good for Buffalo. I hope it does, don't get me wrong, but it's easy to doubt it after nothing has happened but delays for 7 full years.
We've heard that it will be open in "just 2 years" many times... let's see how much longer it takes before they finally admit that it won't happen or else actually do something.
It is indeed promising and a significant portion of the plan, i.e. the $13 million rebuilding of the cobblestone streets and the extension of the canals are already under construction. You can check out the progress with the Harbor cam

Seems like a lot of money to revolve around a fishing store. At least they are doing it right, and not trying to modify the old Memorial Auditorium like first planned.

I'll agree there, although the Aud was a fine looking building (certainly alot nicer than looking out and seeing... nothing).
I would put the time until ground actually breaks about as far as you, if it happens at all. If Bass Pro doesn't start construction there, they'll probably issue a press release saying "thanks but no thanks" to Buffalo.
Really look at this issue though. Bass Pro doesn't build stores in city centers, people don't go to cities to buy fishing poles, rifles, and things like that, they stay near to their houses, that is why Bass Pro builds in the suburbs.
I don't think that Bass Pro has a problem with WNY, I'm sure they would love the access to another ~million people. But they know if they put it downtown, it won't be very profitable.
I agree 100% about doing a waterfront, as I have said plenty of times, but lets abandon this stupid idea of having it center around a store that doesn't belong to be in a city center, or want to be in a city center.
Look at Pittsburgh as an ideal model, or even San Antonio. Both have great waterfronts, neither have Bass Pro (although SA has brought in a few bigger store, but SA is also a much larger city). Pittsburgh is a very realistic model. Bring in restaurants and clothing stores and make the waterfront nice and you'll see success.
Oh ya, and get rid of that stupid skyway if you want any success, you notice that in the mockups the skyway is gone... as it should be. People won't go to a waterfront to look at 100 ton green beams. Buffalo has the right idea, but such an incredibly stupid and flawed strategy that it's barely even worth pursuing or discussing until they come up with a reasonably good plan.
Bass Pro isn't happening, but the waterfront can... Let's start there.
Then go to the harbor cam I posted above. Construction has already started on recreating the cobblestone street grid and canal extensions that are a part of the canalside plan.
