No mention in the article about lack of minorities in Burlington. That's why the crime rate and auto accident rate is so low. Very close correlation between minority population and safety of a city whether you are talking about a US, Canadian, or even European city. Those cities on the US News "Best Places" list tend to be rather white (or white/asian).

Actually, Burlington has a significantly growing immigrant population. Not sure how much driving they do, but the minority population is large enough to warrant the municipality to have neighborhood counseling services made available to them - to help them be able to settle in more effectively for the benefit of all.
