Default Should employer pay WORKMAN's COMP on SIMPLE contributions?

Are the "pre-tax wages" that go into an employees SIMPLE retirement plan
subject to WORKMANs COMP witholdings? I know an employer does not need to deduct Federal, State or Social Security, but I cannot find info on Workman's Compensation. Please give me a link to an official statement.

it doesn't make any sense that retirement money would be subject to Workman's Comp withholdings considering the money won't be used until the employee has stopped working and isn't available to him while he is working. If he withdrew it prematurely, then he'd have to pay a penalty and income tax on the withdrawal. In THIS situation, I think the money would be subject to workman's comp. withholding.
