California doesn't even have the worst unemployment in the country.

What a joke, "unemployment state of emergency."

Although, reading the declaration, I get the impression that this is just the necessary first step in getting their state bureaucracy rolling.

04/17/2009
State of Emergency – Complete Lack of Competence in Government
by the
Governator of the State of California


WHEREAS The Governator and the State Assembly has proven themselves to be completely incompetent; and

WHEREAS many small businesses are shutting their doors in this difficult economy, due to the fact that the States bureaucracy, and tax structure stifles, and chokes business to death; and

WHEREAS despite the fact that the people are suffering, the State Government will continue to raise taxes, and fees, until the people of California have nothing left; and

WHEREAS these conditions will cause a loss of livelihood for hundreds of thousands of people, and inability to provide for families, and increased harm to the communities that depend on them; we will continue to serve the Special Interests, Banks, and Teachers Unions at the expense of the working people; and

WHEREAS the economic downturn has provided graphic examples of how people are struggling, including the growth of homeless tent cities around the country; we in government could really not care less because the system is working for us; and

NOW, THEREFORE, I, AHHNOLD SCHWARTSZENEGGER, Governator of the State of California, in accordance with the authority vested in me by the California Constitution and the California Emergency Services Act, and in particular California Government Code sections 8625 and 8571, HEREBY PROCLAIM A STATE OF EMERGENCY to exist in California.

IT IS HEREBY ORDERED that all agencies of the state government continue business as usual. Continue to pass nonsensical laws and ordinances that, hinder, or delay the mitigation of this emergency, and under no circumstances cut spending in any way, shape or form.


IN WITNESS WHEREOF I have hereunto set my hand and caused the Great Seal of the State of California to be affixed this 17th day of April, 2009.
