Social network like hell. And network in person as well.
Because you provide franchise consulting, you are operating in a relatively small universe. Hitting up the local SBAs, getting on speakers bureaus, getting PR is important, and actually more crucial than designing an ad and putting it in some franchise magazine.
At the same time, you really should take your own consulting medicine and get a decent website going. One that brands you and your methods, shows what you've done in the past, and generally establish confidence. If you don't get a decent website, you might as well pack it in.
Post flyers in places where your potential customers lurk BUT
Make sure you're absolutely sure you can post flyers at that location. If in doubt, ask the owners of the venue (i.e. mall, library, grocery store, bar, nightclub, etc) for permission.
Don't be one of those who posts random flyers on lamp posts.
Smart use of social media is a great way to get the word out. Facebook, twitter et. al. is great means of getting the word out. The next thing you will want to do is make sure your service and product are the best. Earning a good reputation is also great advertising.
