Actually many of the "Fresh off the boat" people are very well educated, but can't utilize there education due to our prejudices laws. Trained as a doctor in a foreign country? You can't practice any medicine until you pass language proficiency and board certification tests. In addition foreign-trained physician must go through a residency program. The problem doesn't extend to just doctors, any position that requires education or a license find that the skills and knowledge is useless in the United States, often they end up accepting positions far below there former stature, like working in the billing department of a hospital instead of doing surgery there. I personally know a well educated, very knowledgeable computer programmer that was turned down for a Federal Government position because his United Kingdom Bachelor's Degree doesn't mean squat in the United States.
