This is incorrect, if either carrier is giving packages to usps it's because that's how the shipment was created by the shipper or receiver and has zero to do with ups/FedEx load

According to Fedex, SmartPost is the only program they have where they pickup and transport packages for delivery to a local USPS office for delivery. They stated that this is selected by the shipper and it is not a decision FedeX makes on their own. If you select and pay for FedEx deliver, FedEx will make the delivery to your address. If you select SmartPost, FedEx will pickup and transport that package to the local post office for that zip code for delivery by the USPS.
UPS stated the exact same thing for their SurePost service. They also made it clear this is the shippers decision, not UPS.

Standard practice is to RTS - Return to Sender.
Then the customer can get a refund from UPS/FedEx and purchase the correct label from the Post Office.

You know what? I haven't used USPS in ages. Heard all kinds bad things. Use Fedex and UPS for business, but I sent a package more than half way across the world to an almost third world country, and it got there in a week. I was shocked.
Saturday we shipped a First Class International package to Australia, the postal carrier picked it up from our business. On Monday, she brought it back, like it was a delivery to us. She didn't know why, it was in her bin for us. She took it back. Today the other postal carrier brought it back to us again, no markings on it, it's a prepaid label through usps.com. He will take it back again today. We ship international all the time, maybe this is a new untrained employee sorting at the PO?

You have no idea what you are talking about. Since my wife specially sold said services for a living I know very well how it works. FedEx and UPS do not decide what goes to the post office
