Default General liability insurance audit help?

During the course of reviewing my audit, I noticed that I was charged a rate 77.05 per thousand of payroll. This seems like highway robbery to me - has anyone else heard of rates this high? Our company has been in business since 2006 and we have never had a claim. I am in the process of cancelling this policy as I cannot afford it. I am replacing it with a policy where the rate is 33.00 per thousand. Any ideas how I can approach the insurance company that has charged me 77.05 for a prior year premium and now wants $20,000!? Thanks for any insights
