That's why it's not a great idea to increase burden on businesses. While some have to downsize, others will chose to downsize or offshore. Labor is typically the most expensive cost (pay, taxes, benefits, administration, management, training, space) to a business. Therefore, labor is a prime candidate for cost reduction to counter lost sales or new burdens (especially those that relate directly to labor).
Businesses aren't captive cash machines or job machines. They have to be incentivized, supported, etc. to exist and produce.
