Calling the company switchboard won't get you to where you want to go, so if you are an individual, you might try this. Write a letter to the CEO, and copy the core management team individually. This should not be difficult to find out who they are and where to send the letters. A good place is looking at the annual reports, 10K's, etc. where the senior management team is usually listed. Make the letter brief, professional, and "ask for the sale".
Ask them what you want them to do.
Probably at least one of the senior team will get / read your letter. The senior team meets regularly so if your concept is good, the one person who read (and hopefully is on board with your concept to the point of being willing to go forward with it) will bring it up at the senior staff meeting.
Then send out follow up letters after a reasonable period of time asking if they have had a chance to discuss the idea.
