Default How do you start a lending business?

It looks like being a bank or being in the finance field allows access to good cash flows. How could you set up a lending business, maybe a pawn-type one with physical collateral? What regulations are there for pawn loan-makers? I could see using outsourced storage, away from my residence, as a place to store the pawned items and using craigslist and Ebay as a way to sell things that the loan does not get paid back on.
