Can anyone explain why Calgary was chosen to receive the 5 week EI extension but not Edmonton?

Because Calgary has a greater number of layoffs/claims directly related to the oilpatch.

If you track EI claims between the two cities for the past 5 years, you'd be shocked by the difference in payments between the two cities. You can probably guess which city has historically received more.
