Burney is a cute town but I'm in love with Mt Shasta City. It's 3700 feet up with a population right around 3,000 people. There are all kinds of cultural art exhibits, dance and music festivals, sports events like bicycling and ski/snowboard races. Mt Shasta Ski & Snowboard Park is 20 minutes away, Mt Ashland Ski Resort in Ashland, OR is about an hour to the north, the Sacramento River begins in Mt Shasta City Park, there are two lakes within 10 minutes of town, several other lakes and rivers with an hour's drive in any direction, multiple golf resorts, it's the perfect vacation/retirement location.

As far as living in Mt Shasta there are plenty of ways to make a living including telecommute to a job in a larger city (like Redding, CA) or become self employed but there is no Walmart, no Walgreens, no CVS, no Raley's, no major clothing chains, almost all the businesses here are locally owned and run by their owners. It's like stepping back in time to a very enlightened, very culture-friendly 1940s town. Your kids are safe walking down the street alone, you can leave your car unlocked over night, and all the neighbors will greet you with gluten free baked goods.

I've never been there but I've heard lots of nice things about Sonora. 'Don't think it's any higher in altitude than 2000 ft, though.

I'll second Arnold at 4000' and Quincy which I recall being at 3500'.

Sonora is good, free WiFi in downtown. The bypasses have really confused the area, hard to get around.

My first job as a teen was food server at Nepenthe Restaurant.
I've come a long way since then. Ha!
Death Valley is beautiful in early spring when desert wildflowers are in bloom. Weather is perfect, but don't go any later than that. Muy caliente!!!
Hmmm... Placerville, Ca. in El Dorado County is a pretty decent "small town" in the California "gold country." Elevation is about 2,120 ft.

Right, my friend, Big Sur is a real treasure. Though not a "mountain" town it is in the Santa Lucia mountains where they crash into the Pacific. Nepenthe is a very special place I recommend all Californians visit once in their lives. There is something magical about the Big Sur region. Once I camped overnight under the Bixby Creek bridge. I guess there aren't any mountain towns in Monterey county but there are plenty of mountains.

Another plug for Quincy here, 3500 feet. Lightly populated Plumas County is gorgeous mountain country. Quincy has basic shopping, and Reno or Chico are not that awfully far for the occasional more extensive shopping trip. Not mentioned in the OP was employment. The area has been hard hit by the recession, and jobs of any kind, good or bad, are difficult to obtain. For a retiree or a person or family that has employment and enjoys the outdoors, Quincy or other parts of Plumas County can be very pleasant. Isolated from big city life and amenities, but for many that is a big plus.

I have one in mind, but I won't mention it because it's small, cheap, pretty, and easily accessible to a metropolitan area. I don't want it to get ruined.

The Kern River Valley has some good towns flanking it, Lake Isabella, Wofford Heights, Kernville, etc. They might get a handful of light snowfalls a year, but they are also very economically depressed.

arnold, avery, markleeville is really cute but sits around a 5000ft elevation, lee vining, sonora, sheep ranch, murphys are the most beautiful but at a little lower than 3000 ft elevations.

Uh, unless they moved it, tiny Lee Vining, on the shores of Mono Lake, is at 6780 feet elevation, most surely high altitude High Sierra living.
