i may be off base here, but considering you mentioned your partner, i assume that you're gay. if that is the case, then palm springs might be a good option for you. home prices have dropped dramatically in the desert and there is also quite a large gay population out there. something to consider even if you're not gay.

Rancho Santa Margarita is attractive and safe, but not “artsy.” RSM is a newer master-planned community, so it’s obviously not the “Brooklyn of the west coast” by any stretch of the imagination.

You might want to look at these RSM condos which are listed for less than 100K:

This 1 bedroom/1 bath home in Rancho Santa Margarita is listed at $99,000 (plus there are HOA fees):

This RSM studio is listed for $95,000, but you would have to factor HOA dues into your budget.

There are "artsy" types living in Laguna Beach; maybe a 20 minute surface street drive from RSM.

Ditto. I just got back from 2 weeks visiting friends in Oakland and let me tell you, although we spent a lot of time in San Francisco (about 30 min drive or taking BART is very easy from Oakland), there are a LOT of areas in Oakland that are artsy and very cool.
Very nice community feel too...I totally would live there.
