Weston Ranch is kind of poised as a marginal neighborhood that could really go either way. I don't really agree with the practice, but it's a good place to waste tax payer money if it's going to be done. You'll probably get more bang from the buck there than in other neighborhoods. It just depends if they do a decent job screening the low-income people or not.

Yes and No. There is a big disparity between the top and bottom performers. Stockton's public high school's turn out a high percentage of academic achievers and they also have one of the highest dropout rates in the state. Huge issue with Latino and Black dropout rates. As usual Asians and Whites due much better.

Yes I am a Latino before the race baiters jump all over that statement.

Where Stockton really makes up ground is the two private high schools they have which are ranked as top college prep schools in the state.

Lots of high performing Charter schools as well.

And what stops the people who live there from fixing it up and cleaning it up?

Contrary to what many seem to believe, nice neighborhoods don't look nice because the government keeps the houses painted and the yards cleaned up.
